Purpose
Continues the Joint Legislative Budget Committee (JLBC) for 10 years.
Background
Established in 1966, the JLBC makes recommendations to the Legislature relating to the state budget, revenues and expenditures. The JLBC's duties include the following: 1) implementing a system to produce fiscal notes on introduced legislation or rules that have a fiscal impact; 2) analyzing the state tax structure; and 3) implementing a system of fiscal analysis that applies to any legislation changing tax laws (A.R.S. § 41-1272).
The JLBC is composed of 16 members of the Senate and the House of Representatives, including the majority leaders and both Appropriations Chairpersons (A.R.S. § 41-1271). The JLBC is required to appoint a budget analyst and other employees that may be required to perform duties. The budget analyst must serve full-time as staff director. The budget analyst is required to prepare an analysis of the Governor's budget as soon as possible after the budget is presented to the Legislature (A.R.S. § 41-1273).
The JLBC is currently set to terminate on July 1, 2020 (A.R.S. § 41-3020.14).
There is no anticipated fiscal
impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2020, the JLBC until July 1, 2030.
2. Repeals the JLBC on January 1, 2031.
3. Contains a purpose statement.
4. Becomes effective on the general effective date, with a retroactive provision as noted.
