AMENDED
AHCCCS; pregnant women; dental care
Purpose
Requires Arizona Health Care Cost Containment System (AHCCCS) contractors to provide comprehensive dental care to eligible pregnant women and appropriates monies to AHCCCS to provide the dental services.
Background
AHCCCS contracts with health professionals
to provide medically-necessary health and medical services to eligible members.
Currently, AHCCCS contractors are required to provide:
1) inpatient hospital services; 2) outpatient health services; 3) laboratory
and X-ray services;
4) prescription medications; 5) medical supplies, durable medical equipment,
insulin pumps and prosthetic devices; 6) treatment of medical conditions of the
eye; 7) early and periodic heath screening and diagnostic services; 8) family
planning services; 9) podiatry services;
10) nonexperimental transplants; 11) emergency dental care; 12) ambulance and
nonambulance transportation; 13) hospice care; and 14) orthotics (A.R.S.
§ 36-2907).
S.B. 1170 appropriates $468,100 from the state General Fund (state GF) in FY 2021 to AHCCCS to provide dental services to eligible pregnant women. Additionally, S.B. 1170 appropriates $3,630,600 from the state GF in FY 2021 to AHCCCS to cover costs incurred due to eligibility changes directly related to the introduction of a dental benefit for pregnant women.
Provisions
1. Requires AHCCCS contractors to provide comprehensive dental care to women who are at least 21 years old and in any stage of pregnancy.
2. Appropriates $468,100 from the state GF in FY 2021 to AHCCCS to provide dental services to eligible pregnant women.
3. Appropriates $3,630,600 from the state GF in FY 2021 to AHCCCS to cover costs incurred due to eligibility changes directly related to the introduction of a dental benefit for pregnant women.
4. Requires AHCCCS, by October 1, 2021, to report to the Governor, the President of the Senate, the Speaker of the House of Representatives, the Chairpersons of the Senate and House of Representatives Health and Human Services Committees, the Joint Legislative Budget Committee and the Governor's Office of Strategic Planning and Budgeting on the actual costs incurred:
a) to provide dental services to eligible pregnant women; and
b) due to eligibility changes directly related to the introduction of a dental benefit for pregnant women during FY 2021.
5. Makes technical and conforming changes.
6. Becomes effective on the general effective date.
Amendments Adopted by the Appropriations Committee
1. Increases the appropriation from the state GF.
2. Requires the AHCCCS report to be sent to the Chairpersons of the Senate and House of Representatives Health and Human Services Committees.
Amendments Adopted by Committee of the Whole
· Removes the appropriation from the federal Medicaid authority.
