Purpose
Requires the Arizona Department of Administration (ADOA), rather than budget units, to directly contract with third parties to review and guide budget unit information technology (IT) project proposals above $5,000,000.
Background
ADOA serves as the statewide coordinator for IT resources and must develop, implement and maintain a coordinated statewide plan for IT that includes evaluating and approving or disapproving budget unit IT plans. Budget units must submit IT plans that include quality assurance plans and disaster recovery plans to ADOA each year by September 1.
ADOA must evaluate specific IT projects relating to approved budget unit and statewide IT plans. For budget unit IT projects between $25,000 and $1,000,000, ADOA must evaluate and approve or reject the plan. For projects above $1,000,000, ADOA must evaluate the proposal and make recommendations to the IT Authorization Committee (ITAC). If the project costs more than $5,000,000, ADOA must require the budget unit to contract with an independent third party to review and guide the technology approach, scope, estimated cost, timeline for completion and overall feasibility of the project before making recommendations to ITAC. Budget units must submit a report from the independent third party to ITAC and the Joint Legislative Budget Committee within 13 days of the end of each calendar quarter. Budget units must identify the status of review by ADOA in their budget request and cannot artificially divide projects to avoid review by ADOA (A.R.S. § 18-104). ITAC must approve or disapprove all proposed IT projects above $1,000,000, excluding certain monies not deposited in a state fund (A.R.S. § 18-121).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires ADOA to directly contract, rather than require a budget unit to contract, with an independent third party to review and guide proposed budget unit IT projects with a total cost above $5,000,000.
2. Makes technical changes.
3. Becomes effective on the general effective date.
