maternal mental health advisory committee

Purpose

            Establishes the Maternal Mental Health Advisory Committee (Committee) and prescribes Committee membership.

Background

            Established in 1987, the Pregnancy Risk Assessment Monitoring System (PRAMS) is a joint surveillance project of the Centers for Disease Control and Prevention (CDC) and state health departments that collects state-specific, population-based data on maternal attitudes and experiences before, during and shortly after pregnancy. Every month, PRAMS surveys a sample of women who have had a recent live birth and links survey responses to medical information collected on birth certificates to produce statewide estimates of maternal health indicators (CDC). PRAMS in collaboration with the Arizona Department of Health Services began collecting this data specific to Arizona in 2017 (DHS). According to the CDC, data collected by PRAMS indicates that about one in nine women experience symptoms of postpartum depression nationally (CDC).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Establishes the Committee to recommend improvements for screening and treating maternal mental health disorders.

2.      Requires the Director of the Arizona Health Care Cost Containment System (AHCCCS) or the Director's designee to serve as the Committee Chairperson.

3.      Directs the Director of AHCCCS to appoint Committee membership, as follows:

a)      a representative of a contractor from each geographic service area designated by AHCCCS;

b)      a representative of the U.S. Indian Health Service;

c)      a representative of an organization that provides direct peer support to families and training to professionals concerning perinatal mood and anxiety disorders;

d)      a representative of a local organization that specializes in diagnosing and treating perinatal mood and anxiety disorders using evidence-based and trauma-sensitive therapies;

e)      two licensed obstetricians, one of whom is a maternal fetal medicine specialist;

f)       two licensed pediatricians, one of whom is a neonatologist;

g)      a licensed psychiatrist;

h)      a licensed neonatal nurse;

i)       a certified nurse midwife;

j)       a certified mental health registered nurse practitioner;

k)      a hospital social worker who works with obstetric patients;

l)       a representative from an Arizona law enforcement agency;

m)   a representative from an Arizona correctional facility;

n)      two representatives of nonprofit organizations that provide education, services or research related to maternal mental health; and

o)      two representatives from organizations that represent Arizona hospitals.

4.      Requires, by December 31, 2021, the Committee to submit to the Chairpersons of the Senate and House of Representatives Health and Human Services Committees, or their successor committees, a report with recommendations concerning improvements for screening and treating maternal mental health disorders.

5.      Repeals the Committee on July 1, 2022.

6.      Becomes effective on the general effective date.

Amendments Adopted by Committee

·         Expands Committee membership to include a certified nurse midwife and a certified mental health registered nurse practitioner.
