Purpose
Continues the Legislative Council for 10 years.
Background
The Legislative Council is a statutory committee that consists of the President of the Senate, the Speaker of the House of Representatives and six members from each legislative chamber (A.R.S. § 41-1301). It is the duty of the Legislative Council to provide bill drafting, research and other services to the Legislature to improve the quality of legislation and to ensure full participation by the legislative branch in determining and reviewing policy as well as administering state affairs. The Legislative Council also adopts rules and formulate policies for the administration of their duties, the appointment of necessary assistants to help carry out their duties, the maintenance of a legislative reference library and the procurement of information at the request of legislative members (A.R.S. § 41-1304).
Currently, the Legislative Council is statutorily set to terminate on July 1, 2020. The Senate Government and House of Representatives Government Committees of Reference held a hearing on January 9, 2020, and recommended that the Legislative Council be continued for 8 years.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2020, the Legislative Council until July 1, 2030.
2. Repeals the Legislative Council on January 1, 2031.
3. Contains a purpose statement.
4. Becomes effective on the general effective date, with a retroactive provision as noted.
