archaeology advisory commission; duties; continuation
Purpose
Continues the Governor's Archaeology Advisory Commission (GAAC) for three years.
Background
GAAC was established by Laws 1985, Chapter 20 to advise the State Historic Preservation Officer (SHPO) in the following capacities: 1) public education programs to promote archaeology and inform the public on archaeological issues; 2) fostering law enforcement activities to stop destructive activities on archaeological sites; 3) developing a state archeological site plan; 4) assisting private owners of archaeological sites; 5) studying Arizona’s archeology to contribute to a better understanding of the state’s cultural history; and 6) archaeological activities and issues within Arizona (A.R.S. § 41-847).
The Senate Natural Resources and Energy Committee of Reference (COR) held a public meeting on September 22, 2016, to review the sunset factors and the responses to the agency questions and receive public testimony. The COR recommended that the Legislature continue GAAC for three years for the purposes of aligning the sunset dates of GACC and the Arizona State Parks Board. The committee further moved that the COR recommend that the Advisory Commission's enabling statute be amended to include advising the SHPO in developing a streamlined survey report process for range land improvement projects (COR final report). GAAC terminates on July 1, 2020, unless continued by the Legislature.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2020, GAAC until July 1, 2023.
2. Requires GACC to advise the SHPO in developing a streamlined survey report process for rangeland improvement projects.
3. Repeals GAAC on January 1, 2024.
4. Contains a purpose statement.
5. Becomes effective on the general effective date, with a retroactive provision as noted.
