county officials; district board; salary

Purpose

            Increases, beginning January 1, 2021, annual salaries of certain elected county officers and the clerk of a superior court by $12,000. Allows community college district board members in a county with a population of more than 3,000,000 persons to receive an annual salary in the same amount as members of the Legislature.

Background

            Statue outlines annual salaries for certain elected county officers. For counties with a population of 500,000 or more persons, the annual salaries of the county assessor, recorder, superintendent of schools, supervisors and treasurer are $76,600. For counties with a population of fewer than 500,000 persons, the annual salaries of the county assessor, recorder, superintendent of schools, supervisors and treasurer are $63,800. The salary for a county attorney is $123,678 and the salary of a county sheriff is $100,824 (A.R.S. § 11-419). The annual salary of the clerk of the superior court in a county with a population of 500,000 or more persons is $76,600. For counties with a population of fewer than 500,000 persons, the annual salary of the clerk of a superior court is $63,800 (A.R.S. § 12-281).

            A community college district board may allow a member, member-elect, officer or employee to travel for a community college district purpose and receive reimbursement for lodging, subsistence and transportation expenses according to the procedures and amounts established by the community college district board, as long as the reimbursement rate does not exceed the statutory maximum (A.R.S. § 15-1406).

            In 1998, voters approved Proposition 302, which set the annual salary for members of the Legislature at $24,000 (Proposition 302).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Increases, effective January 1, 2021, the annual salary of county assessors, attorneys, recorders, sheriffs, superintendents of schools, supervisors, treasurers and clerks of superior courts by $12,000.

2.      Requires each member of a community college district board from a county with a population above 3,000,000 to receive an annual salary equal to the annual salary of a member of the Legislature.

3.      Makes technical and conforming changes.

4.      Becomes effective January 1, 2021.
