(NOW: salvage permit; big game animals)
Purpose
Expands authorized permittees of a big game salvage permit and modifies requirements for a big game salvage permit.
Background
Under current statute, the driver of a motor vehicle involved in an accidental collision on a maintained road with a big game animal that is killed as a result of the collision may obtain a big game salvage permit from a peace officer to possess and transport the carcass of the animal. The animal carcass and the motor vehicle are subject to inspection by the peace officer before issuing the permit or by a game ranger within 20 days of permit issuance. The permittee may place the carcass in storage at a commercial food establishment or gift the carcass to another individual (A.R.S. § 17-319).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Expands persons authorized to obtain a big game salvage permit to allow a peace officer or authorized employee of the Arizona Game and Fish Department (AZGFD) to issue a permit to:
a) the driver of the motor vehicle or an individual wishing to possess the carcass, if the animal was killed as a result of an accidental collision with a motor vehicle or was euthanized by a peace officer or authorized AZGFD employee as a result of injuries sustained from the collision; or
b) to the individual who reports the big game animal or carcass, if the animal died as a result of natural causes or was euthanized by a peace officer or authorized AZGFD employee as a result of an injury sustained form natural causes.
2. Prohibits issuance of a big game salvage permit if the peace officer or authorized AZGFD employee suspects the animal or carcass is diseased or spoiled.
3. Removes authority for inspection by a game ranger of the carcass, motor vehicle and applicable processing or repair invoices and documents within 20 days after issuance of a big game salvage permit.
4. Removes permission for the person who possesses a salvage carcass to place all or part of the carcass in storage.
5. Requires the big game salvage permit form to include the issue date of the permit, rather than the date of the collision.
6. Makes technical and conforming changes.
7. Becomes effective on the general effective date.
