county stadium districts; annual budget
Purpose
Requires the board of a county stadium district to hold a public hearing before amending the annual budget on a finding of good cause.
Background
A county stadium district may be formed if a governing body or a county board of supervisors, whichever applies, determines that the public convenience, necessity or welfare will be promoted by establishing the district. A county stadium district includes: 1) a countywide district organized by the Maricopa County Board of Supervisors or any county in which a major league baseball organization has established or seeks to establish a spring training operation; 2) a multipurpose facilities district organized before October 31, 1999, by two or more municipalities in the same county; and 3) a single university athletic facilities district organized by the board of supervisors of any county in which a state-supported university is established (A.R.S. § 48-4202).
The board of a county stadium district must hold a public hearing to adopt and submit a budget for the following fiscal year. Statute outlines the information that must be included in the annual budget. The board of a county stadium district may amend the budget on a finding of good cause (A.R.S. § 48-4232).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.

3. Becomes effective on the general effective date.
