Yuma desalting plant; continued operation
Purpose
Urges the U.S. Department of the Interior to act to fulfill its Colorado River water augmentation and conservation duties through the operation of the Yuma Desalting Plant.
Background
The Colorado River Basin Salinity Control Act of 1974 directed the U.S. Secretary of the Interior to construct, operate and maintain a desalting plant to treat spent agricultural water from the Wellton-Mohawk Irrigation and Drainage District and send it to Mexico to fulfill Minute 242 of the International Boundary and Water Commission Treaty. The Yuma Desalting plant was completed in 1992 and the U.S. Bureau of Reclamation conducted a pilot run to collect performance and cost data on the plant (U.S. Bureau of Reclamation).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Urges the U.S. Department of the Interior to take immediate action to fulfill its Colorado River water augmentation and conservation duties through the operation of the Yuma Desalting Plant.
2. Directs the Secretary of State to transmit copies of the memorial to the U.S. Department of the Interior, the President of the U.S. Senate, the Speaker of the U.S. House of Representatives and each member of Arizona's congressional delegation.
