FACT SHEET FOR S.C.R 1047

 

objecting to Medicare for All

Purpose

            Resolves the Legislature's opposition to a single-payer mandated Medicare for All health insurance plan.

Background

            Medicare for All is a single-payer national health care insurance program proposed in H.R. 1384 by the 116th U.S. Congress and would be administered by the U.S. Department of Health and Human Services. H.R. 1384 requires Medicare for All to: 1) cover all U.S. residents; 2) provide for automatic enrollment of individuals upon birth or residency in the United States; and 3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat or rehabilitate a health condition. Necessary or appropriate services include hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services and long-term care. H.R. 1384 prohibits cost-sharing and other charges for covered services and prohibits private health insurers and employers from offering duplicative coverage that is not supplemental to benefits provided under Medicare for All (H.R. 1384, 116th Congress, 2019).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Expresses the Legislature's strong opposition to a single-payer mandated Medicare for All health insurance plan.

2.      Expresses the Legislature's desire that the Arizona Congressional delegation vote against any measures that would:

a)      increase taxes on the citizens of Arizona;

b)      eliminate patient choice; or

c)      compromise the quality of health care in Arizona.
