AN ACT

 

Establishing the transportation infrastructure study committee; appropriating monies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Transportation infrastructure study committee; appropriation; report; delayed repeal

A.  The transportation infrastructure study committee is established consisting of the following members who are appointed by the speaker of the house of representatives:

1.  One member of the house of representatives who shall serve as chairperson of the committee.

2.  The director of the department of transportation or the director's designee.

3.  One member of the public who is from the legal community in this state.

4.  Two members of the public who specialize in government affairs.

5.  Six members of the public who are from the business community in this state.

B.  Members of the transportation infrastructure study committee are not eligible to receive compensation but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2.

C.  The transportation infrastructure study committee shall study the feasibility of constructing, maintaining and improving transportation infrastructure, including highway, rail and associated transportation infrastructure, to Phoenix from an international point of entry in the southern part of this state.

D.  The sum of $300,000 is appropriated from the state general fund in fiscal year 2020‑2021 to the house of representatives to pay for the cost of the study described in subsection C of this section.  The speaker of the house of representatives shall approve all expenditures relating to the study before the expenditures are made.

E.  The transportation infrastructure study committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before December 15, 2020 and shall provide a copy of this report to the secretary of state.

F.  This section is repealed from and after December 31, 2020.
