AN ACT
amending section 28‑414, Arizona Revised Statutes; appropriating monies; relating to state budget procedures.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 28-414, Arizona Revised Statutes, is amended to read:
28-414. Motor vehicle pool consolidation fund; exemption
Beginning July 1, 2020 2021, the motor vehicle pool consolidation fund is established consisting of monies transferred from the motor vehicle pool revolving fund established by section 41‑804. The department of transportation shall administer the fund. Monies in the fund are subject to legislative appropriation and shall be used to reimburse the department of transportation for costs related to implementing an intergovernmental agreement with the department of administration to operate the state motor vehicle fleet established pursuant to section 41‑803. Monies in the fund are exempt from the provisions of section 35‑190 relating to lapsing of appropriations.
Sec. 2. Presidential preference election; expenses; reimbursement
Notwithstanding section 16-250, Arizona Revised Statutes, reimbursement of expenses incurred by counties to administer the 2020 presidential preference election shall be made, as determined by the secretary of state, as prescribed by the fiscal year 2020-2021 general appropriations act.
Sec. 3. Unrestricted federal monies; essential government services; retroactivity
A. Any unrestricted federal monies received by this state beginning July 1, 2020 through June 30, 2021 shall be deposited in the state general fund. The monies shall be used to pay essential governmental services.
B. This section applies retroactively to from and after June 30, 2020.
Sec. 4. Rental rates; state-owned buildings; fiscal year 2020‑2021
Notwithstanding section 41‑792.01, subsection D, Arizona Revised Statutes, the capital outlay stabilization fund rental rates for state‑owned buildings in fiscal year 2020‑2021 are $17.87 per square foot for office space and $6.43 per square foot for storage space.
Sec. 5. Budget stabilization fund; exceptions
Notwithstanding section 35‑144, Arizona Revised Statutes, for fiscal years 2020‑2021, 2021‑2022 and 2022-2023 the legislature is not required to appropriate monies to or transfer monies from the budget stabilization fund.
Sec. 6. Retroactivity
Section 28‑414, Arizona Revised Statutes, as amended by this act, applies retroactively to from and after June 30, 2020.
