Page 11, line 12, strike "representatives" insert "at least one representative from each"; after "the" insert "two largest"; after "" insert "based on statewide voter registration totals"

Page 16, line 33, after the period insert "For a county with a population of one million or more persons, at least four election board workers, consisting of two members from each of the two largest political parties based on statewide VOTER registration totals, shall observe closing and sealing the secure container and shall sign the poll list and official ballot report.  For a county with a POPULATION of less than one million persons, at least two election board workers, consisting of one member from each of the two largest political parties based on statewide voter registration totals, shall observe closing and sealing the secure container and shall sign the poll list and official ballot report."

Strike lines 4 through 10, insert "For a county with a population of one million or more persons, the returns shall be accompanied by at least four persons, consisting of two members from each of the two largest political parties based on statewide VOTER registration totals, if PRACTICABLE, and if not practicable, the returns shall be accompanied by at least two persons, CONSISTING of one member from each of the two largest political parties based on statewide voter registration totals.  For a county with a POPULATION of less than one million persons, and if practicable, the returns shall be accompanied by at least two persons, consisting of one member from each of the two largest political parties based on statewide voter registration totals."
