After line 7, insert:
"B. Notwithstanding section 35-190, Arizona Revised Statues, the appropriation made in subsection A of this section does not lapse until the purpose for which the appropriation is made is accomplished or abandoned. All monies remaining unexpended and unencumbered on January 1, 2023 revert to the state general fund on January 1, 2024."
