FLOOR AMENDMENT EXPLANATION
· Allows children who do not have a residence address, or are in the custody of the Department of Child Safety, rather than in foster care in Arizona, to apply for a nonoperating identification license or birth registration without the signature of a parent, guardian, foster parent or employer of the applicant.
