AN ACT
amending Title 41, chapter 53, article 1, Arizona Revised Statutes, by adding section 41-5304; relating to the office of economic opportunity.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 53, article 1, Arizona Revised Statutes, is amended by adding section 41-5304, to read:
41-5304. Population count; state demographer; inmates; definitions
A. After the United states census bureau completes a decennial census, the state demographer shall revise the population counts for every block, block group and census tract as set forth in the census to count every inmate who was a resident of this state before incarceration in the block, block group and census tract of which the inmate was a resident before incarceration.
B. On request, the state department of corrections shall provide to the state demographer all available information requested by the state demographer in carrying out this section.
C. The redistricting entity shall prepare redistricting population data to reflect population counts that are revised pursuant to this section.
D. For the purposes of this section:
1. "Block" means the smallest geographical unit whose boundaries were designated by the United States census bureau in its topographically integrated geographic encoding and reference system.
2. "Block group" means a combination of blocks.
3. "Census track" means a combination of block groups.
4. "Inmate" means a person who is incarcerated in a facility or institution of the state department of corrections.
5. "Redistricting entity" means the legislature or any entity that is charged with recommending or adopting legislative or congressional district boundaries in this state.
6. "State demographer" means the demographer who is employed by the office.
