A CONCURRENT RESOLUTION

 

proposing an amendment to the constitution of Arizona; amending article IV, part 2, section 3, constitution of arizona; relating to special sessions of the legislature.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

1.  Article IV, part 2, section 3, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:

START_STATUTE3.  Sessions of legislature; special sessions; limit of subjects for consideration; state of emergency

Section 3.  A.  The sessions of the legislature shall be held annually at the capitol of the state, and shall commence on the second Monday of January of each year.

B.  The governor may call a special session, whenever in his the governor's judgment it is advisable.  In calling a special session, the governor shall specify the subjects to be considered, and at such special session no laws shall be enacted except such as relate to the subjects mentioned in the call.

C.  The governor shall call a special session when the governor declares a state of emergency to address matters relating to the state of emergency. The call shall be issued at the same time the governor declares the state of emergency.  The special session shall be held for the duration of the state of emergency. END_STATUTE

2.  The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
