Description

 

HB 2504 would appropriate an unspecified amount of monies from the General Fund in FY 2022 to DPS for a 10% salary increase for all department employees.

 

Estimated Impact

 

We estimate the bill will increase General Fund spending by $22.2 million to $26.2 million in FY 2022, depending on whether the salary increase is applied to only filled positions or to the department's total authorized employee count.

 

We have asked DPS for their estimated impact of the bill.  The department estimates the bill will increase General Fund spending by $23.8 million in FY 2022.

 

Analysis

 

The analysis assumes an increase of 10% across the average salaries of all DPS employees for both sworn positions and civilian positions.  The analysis also assumes an Employee-Related Expenses (ERE) rate of 117.6% for sworn positions (using an average of PSPRS contribution rates for employee tiers) and an ERE rate of 23.4% for civilian positions.  Under these parameters, the total cost to increase all filled DPS position employee salaries by 10% would be approximately $22.2 million.  Of the total cost, about $17.7 million would cover all sworn salary increases and $4.5 million would cover all civilian salary increases.
