Overview
Requires the director of the Arizona Department of Administration (ADOA) to provide a question and answer period for interested parties and bidders outside of the procurement process.
History
According to current statute, all contracts are required to be awarded by competitive sealed bidding except as otherwise provided in statute. An invitation for bids must be issued and include a purchase description and all contractual terms and conditions applicable to the procurement. In accordance with rules adopted by the ADOA director, adequate public notice of the invitation for bids must be given a reasonable time before the date in the invitation for the opening of bids. All bids are to be opened publicly at the time and place that is designated in the invitation for bids. Bids must be unconditionally accepted without correction or alteration, except as authorized in statute (A.R.S. § 41-2533).
Provisions
1. Directs the ADOA director to provide a question and answer period for interested parties and bidders outside of the procurement process to submit written questions and for the director to provide written responses. (Sec. 1)
2. Requires the director, in writing, to provide all questions raised and answers provided to all interested parties outside of the procurement process. (Sec. 1)
3. Includes all questions arising during site visits and pre-bid conferences in the requirement for written questions and answers to be provided. (Sec. 1)
4. Makes technical and conforming changes. (Sec. 1)
