The House Engrossed version of HB 2131 established the Congenital Heart Defect Special Plate and Fund.
The Senate adopted a strike-everything amendment that does the following:
Overview
Establishes the License Plate Standardization Study Committee (Study Committee).
History
Pursuant to A.R.S. § 28-2351, the Arizona Department of Transportation (ADOT) is required to provide every vehicle owner one license plate for every vehicle registered upon application and on payment of prescribed fees. In accordance with A.R.S. § 28-2403, special plates may be issued by ADOT in lieu of the regular license plate, upon application. An initial and annual renewal fee of $25 is required for the special plate in addition to the vehicle registration fees, with outlined exceptions (A.R.S. § 28-2402). Of the $25 special plate fee, $8 is an administrative fee and $17 is an annual donation to a specified organization.
Special plates are established through statutory authority and require a standard $32,000 implementation fee from an organization.
Provisions
1. Establishes the Study Committee that consists of the following members:
a) Two members of the Senate who are appointed by the President of the Senate, each from different political parties and one designated as co-chairperson;
b) Two members of the House of Representatives who are appointed by the Speaker of the House of Representatives, each from different political parties and one designated as co-chairperson;
c) One sheriff in Arizona who is appointed by the Governor;
d) One member representing a police association in Arizona who is appointed by the Governor;
e) The director of the Department of Public Safety or the director's designee;
f) The director of ADOT or the director's designee; and
g) Three members who represent organizations that have a special license plate issued pursuant to statute who are appointed by the Governor. (Sec. 1)
2. States that appointed members serve at the pleasure of the person who made the appointment. (Sec. 1)
3. States that Study Committee members are not eligible to receive compensation, but members appointed by the Governor are eligible for reimbursement of expenses pursuant to statute. (Sec. 1)
4. Requires the Study Committee to:
a) Study whether there is a need for special license plate standardization in Arizona and possible options for special license plate redesign; and
b) Submit a report, by December 15, 2021, regarding the Study Committee's activities and recommendations for administrative or legislative action to the Governor, the President of the Senate, the Speaker of the House of Representatives and the Secretary of State. (Sec. 1)
5. Sunsets the Study Committee on October 1, 2022. (Sec. 1)
