Overview
Authorizes a third party driver license provider to perform administrative and testing functions for the issuance and renewal of a commercial driver license (CDL).
History
The Arizona Department of Transportation (ADOT) is allowed to authorize third parties to perform certain of the following functions: 1) title and registration; 2) motor carrier licensing and tax reporting; 3) dealer licensing; or 4) driver licensing as prescribed by law (A.R.S. § 28-5101).
Pursuant to A.R.S. § 28-5101.01, an authorized third party driver license provider is required to perform both: 1) driver license skills and written testing; and 2) driver license processing. An authorized third party driver license provider is also allowed to perform certain title and registration functions. An authorized third party driver license provider is prohibited from processing CDLs.
A state is allowed to authorize a third party tester to administer the skills tests if certain outlined conditions are met (49 CFR § 383.75).
