The House Engrossed version of HB 2135 directs the State Board of Education (SBE) to adopt rules that allow schools to modularize subjects and courses.

The Senate adopted a strike-everything amendment that does the following:

Overview

Modifies the rules the State Board of Education (SBE) must adopt when defining competency-based educational pathways for college and career readiness and requires SBE to conduct a review regarding student promotion and credit prior to adopting these rules.

History

Currently, SBE is directed to adopt rules to define competency-based educational pathways for college and career readiness that may be used by schools. These rules must establish:

1)   Expected learning outcomes in a subject for students;

2)   A process and criteria to identify or establish assessments to determine if students have reached desired competencies in subjects; and

3)   A mechanism for students in the 7th-12th grades to immediately obtain credit for a subject if they have demonstrated competency. (A.R.S. § 15-203)

Statute stipulates that students who are eligible for a high school diploma through the fulfillment of a defined competency-based college-ready educational pathway may:

1)   Enroll in a community college and the community college must admit the student if they obtained a high school diploma and otherwise met admission criteria;

2)   Remain in high school and participate in available programs of study;

3)   Enroll in a full-time career and technical education program; or

4)   Enroll in an in-state university after completion of additional high school coursework designed to prepare students for admission (A.R.S §§ 15-795, 15-795.01).

Under current law, school districts are required to accept credits earned by a high school student who was previously enrolled in a charter school or other school district in Arizona. Statute allows a school district governing board to adopt a policy to determine whether these transfer credits will be assigned as an elective or core credit. (A.R.S. § 15-701.01)

Provisions

1.   Instructs SBE, before adopting rules regarding competency-based educational pathways for college and career readiness, to:

a)   Review research and examples from across the country;

b)   Consults with education experts to examine and provide examples of ways in which learning outcomes may be assessed and used to satisfy requirements for student promotion and credit; and

c)   By December 1, 2022, create subject competencies for algebra 1, algebra 2 and geometry. (Sec. 3)

2.   Details that the rules adopted by SBE to define competency-based educational pathways for college and career readiness must:

a)   ☐ Prop 105 (45 votes)	     ☐ Prop 108 (40 votes)      ☐ Emergency (40 votes)	☐ Fiscal NoteInclude the establishment of learning outcomes in a particular subject, beginning with math; and

b)   Allow, by December 31, 2022, students in the 7th-12th grades who have demonstrated competency in a subject to immediately obtain credit for the mastery of that subject. (Sec. 1)

3.   Eliminates the requirements that rules adopted by SBE to define competency-based educational pathways for college and career readiness must:

a)   Include a process and criteria to identify assessments to determine whether students have reached the desired competencies in a particular subject; and

b)   Provide for the level of competency required for each subject. (Sec. 1)

4.   Allows a school district or charter school to note the learning outcomes that a student mastered to provide a record of the demonstrated competencies and award partial credit. (Sec. 2)

5.   Repeals the review by SBE on January 1, 2023. (Sec. 3)

6.   Makes technical and conforming changes. (Sec. 1, 2)
