HB 2312: lease cost review board; repeal

Overview
Removes the Lease Cost Review Board from statute.
History
The Lease Cost Review Board (Board) consists of the director of the Arizona Department of Administration (ADOA) or their designee and four members appointed by the director as outlined in statute. Before July 1 of each even-numbered year, the Board is required to do the following:
1) Estimate an average square foot dollar cost for the following two fiscal years for leasing privately owned office space; and
2) Recommend a rental rate to the director to be charged to agencies for using space in buildings owned by or leased to the state.
Any lease that is proposed to be entered into by a state agency for privately owned office space must be approved by the ADOA director. Before August 1 of each even-numbered year, the director and Board are required to submit a report to the Joint Committee on Capital Review that lists all leases that were approved during the prior two fiscal years that exceeded the average square foot dollar cost that was estimated (A.R.S. § 41-792).
Provisions
1. Repeals statute relating to the Board. (Sec. 1)
2. Instructs the director of ADOA to submit an annual report to the Governor's Office and the Joint Legislative Budget Committee, rather than the Joint Committee on Capital Review. (Sec. 1)
3. Requires the ADOA director to estimate an average square foot dollar cost for the following two fiscal years for leasing privately owned office space before July 1 of each even-numbered year. (Sec. 1)
4. Directs the ADOA director to recommend a rental rate to the Governor's Office to be charged to state agencies for using space in buildings that are owned by or leased to the state. (Sec. 1)
5. Makes technical and conforming changes. (Sec. 1)
