HB 2358: voter registration update; address change

Overview

Stipulates that a county recorder must cancel a voter registration when the county recorder receives information that the change of address is out of county or out of state.

History

Current statute provides various causes for the cancellation of a voter's registration by a county recorder, including when the county recorder receives written information from the person registered that the person has a change of address outside the county (A.R.S. § 16-165).

A county recorder who mails an item to any elector, except for the mailing of sample ballots, must send the mailing by nonforwardable first class mail marked with the statement required by the postmaster to receive an address correction notification.  On or before May 1 of each year preceding a state primary and general election or more frequently as necessary, the county recorder is authorized to use the change of address information supplied by the postal service through its licensees to identify registrants whose address may have changed.  If the registrant has changed their residence to a new county, the county recorder is required to provide information on how the registrant may continue to be eligible to vote (A.R.S. § 16-166).

2.   Mandates, rather than allows, the county recorder on or before May 1 of each year to use the national change of address system of the USPS. (Sec. 2)

3.   Specifies that the county recorder must cancel the registration in the previous county of residence if the registrant has changed residence to a new county. (Sec. 2)
