HB 2404: appropriations; family health pilot program

Overview

Appropriates $1,500,000 from the state General Fund (GF) to the Department of Health Services (DHS) in Fiscal Years (FY) 2022 and 2023 for a Family Health Pilot Program (Program).

History

DHS's duties include the following: 1) administering public health support services; 2) program planning; 3) formulating policies, plans and programs to effectuate the missions and purposes of ADHS; 4) encouraging and assisting in the adoption of practical methods of improving systems of comprehensive planning, program planning priority setting and allocating resources; and 5) researching, recommending, advising and assisting in the establishment of community or area health facilities, both public and private, and encouraging the integration of planning, services and programs for the development of Arizona's health delivery capability (A.R.S. § 36-104).

Provisions

2.   Requires DHS to distribute the appropriated monies for the Program to a nonprofit organization to implement a statewide system to provide direct services, support services, social services case management and referrals to the biological or adoptive parents of children under two years old, including unborn children. (Sec. 1)

3.   States that the purpose of the statewide system is to encourage healthy childbirth, support childbirth as an alternative to abortion, promote family formation, aid successful parenting and increase families' economic self-sufficiency. (Sec. 1)

4.   Requires the statewide system services to be available to all Arizona residents in both urban and rural areas. (Sec. 1)

5.   Prohibits the monies from being used for abortion referral services or distributed to entities that promote, provide referrals for or perform abortions. (Sec. 1)

6.   Mandates the nonprofit organization that receives the monies to demonstrate both of the following:

a)   Experience in marketing and serving the eligible patient population; and

b)   The organization can start serving clients statewide within 60 days after receiving the monies. (Sec. 1)
