Overview
Modifies the time period for submitting arguments for or against initiatives, referendums and constitutional amendments.
History
At the same time that a person files an initiative petition, they may also file with the Secretary of State (SOS) an argument advocating the constitutional amendment or measure proposed in the petition. No later than 48 days before the regular primary election, a person is allowed to file an argument for or against initiatives, referendums and constitutional amendments. The argument that is filed must contain the sworn statement of each person sponsoring it.
Current statute provides that no later than 60 days before the regular primary election, the Legislative Council, must prepare and file with the SOS an impartial analysis of the provisions of each ballot proposal of a proposed amendment or measure after providing reasonable opportunity for comments by all legislators (A.R.S. § 19-124).
Provisions
1. Stipulates that arguments for or against initiatives, referendums and constitutional amendments must be filed no later than 27 days before the primary election, rather than 48 days. (Sec. 1)
2. Directs the Legislative Council to prepare the impartial analysis required by statute no later than 30 days before the primary election, rather than 60 days. (Sec. 1)
3. Contains an emergency clause. (Sec. 1)
4. Makes technical changes. (Sec. 1)
