Overview
Creates the Broadband and Fiber Optic Services Study Committee (Committee)
History
Broadband service is defined as providing access and transport to the internet, computer processing, information storage or protocol conversion at a rate of at least one megabit per second in either the upstream or downstream direction, as established by the Federal Communications Commission. Broadband service does not include information content or service applications provided over the access service or any intrastate service that was subject to a tariff (A.R.S. § 28-7381).
Provisions
1. Establishes the 5-member Committee and outlines the Committee membership. (Sec. 1)
2. Directs the Committee to determine the status of broadband and fiber optic services in Arizona by addressing at least the following issues:
a) Access issues;
b) Communities in which insufficient telecommunications service has caused social or economic impacts;
c) Communities with local franchises have not been complied;
d) Communities where broadband or fiber optic service is necessary for competition; and
e) Affordable and adequate service. (Sec. 1)
3. Instructs the Committee to submit a findings and recommendation report to the House of Representatives and send a copy to the Secretary of State. (Sec. 1)
4. Terminates the Committee October 1, 2022. (Sec. 1)
Amendments
Committee on Commerce
1. Includes a requirement that the Committee consult with policy experts for recommendations relating to prioritizing resources to identified communities in need of new or increased broadband and fiber optic services.
