Overview

Exempts collectible vehicles from emissions testing if the retail purchaser obtained collectible vehicle or classic automobile insurance coverage before delivery or the vehicle is otherwise exempt from emissions testing based on rules adopted by the Director of the Arizona Department of Environmental (ADEQ) .

History

ADEQ administers the Vehicle Emissions Inspection Program (VEIP). To become registered, a vehicle in Area A (the Phoenix metropolitan area and parts of Pinal and Yavapai Counties) and Area B (the Tucson metropolitan area) is required to pass emissions and tampering inspections no more than 90 days before the expiration date of the current registration. Additionally, an automobile dealer located in these areas cannot deliver any vehicle to a retail purchaser until the vehicle passes any required inspections or is otherwise exempt from emissions testing based on ADEQ rules (A.R.S. § 49-542).

A collectible vehicle is one that either bears a model year date of original manufacture that is at least 15 years old or is of unique or rare design, limited distribution and an object of curiosity. It must be maintained and primarily used for car club activities, exhibitions, parades or other public and private interests and hold collectible vehicle or classic automobile insurance. The owner must also possess another vehicle for personal use (A.R.S. § 49-542(Z)).

Provisions

1.   Stipulates that collectible vehicles are exempt from emissions testing if the retail purchaser obtained collectible vehicle or classic automobile insurance coverage as prescribed by statute before the vehicle is delivered or is otherwise exempt from emissions testing based on rules adopted by the ADEQ Director.
