The House Engrossed version of HB 2845 creates the Unemployment Insurance Study Committee.
The Senate adopted a strike-everything amendment that does the following:
Overview
Establishes patient discharge standards for health care institutions.
History
The Director of the Arizona Department of Health Services (DHS) is required to adopt rules that establish the minimum requirements for the construction, modification and licensure of health care institutions necessary to ensure the public health, safety and welfare. These standards and requirements must relate to the construction, equipment, sanitation, staffing and recordkeeping and be in accordance with generally accepted practices of health care (A.R.S. § 36-405).
Health care institution means every place, institution, building or agency, whether organized for profit or not, that provides facilities with medical services, nursing services, behavioral health services, health screening services, other health related services, supervisory care services, personal care services or directed care services and includes home health agencies, outdoor behavioral health care programs and hospice service agencies (A.R.S. § 36-401).
Provisions
1. Requires standards prescribed for health care institutions to:
a) Require a licensed physician to medically discharge patients from surgery; and
b) Allow an outpatient surgical center to require either a licensed anesthesia provider or a licensed physician remain present on the premises until all patients are discharged from the recovery room. (Sec. 1)
