Overview
States the support of the members of the Legislature for the Electoral College and the opposition to any effort to nullify or repeal it.
History
The Electoral College was established by the United States (U.S.) Constitution and modified by the 12th and 23rd Amendments to the U.S. Constitution. The Electoral College is a method for electing the president of the U.S. and it consists of a total of 538 members, one for each U.S. senator and representative, and three electors who represent the District of Columbia. Each state is allotted a number of electoral votes that is equal to the combined total of its congressional delegation. The method that is used to select these electors is determined by each state's legislature (Electoral College).
The National Popular Vote Interstate Compact (Compact) is a way to elect the president by choosing the presidential candidate who wins the most popular votes nationwide. When a state passes legislation to join the Compact, it pledges all of the state's electoral votes to whichever presidential candidate wins the popular vote nationwide, rather than the candidate who won the vote in just that state. Before the Compact can take effect, states with electoral votes totaling 270 of the 538 electoral votes would need to pass National Popular Vote legislation (National Popular Vote).
Provisions
1. Establishes that the members of the Legislature support the Electoral College and oppose any effort to nullify or repeal it, including the National Popular Vote Interstate Compact.
2. States that the members of the Legislature support the Attorney General and the Governor of Arizona in any efforts to litigate against the National Popular Vote Interstate Compact should other states attempt to implement it.
