Overview

Contains an emergency measure that appropriates $25,000,000 from the state General Fund (GF) in FY 2022 to the Arizona Department of Veterans’ Services (ADVS) to construct and establish a veteran’s home facility in Mohave County.

History

ADVS provides direct services to veterans through the administration of 19 veterans benefit offices throughout Arizona. Additionally, ADVS connects veterans with their VA benefits and provide short and long-term care with two skilled-nursing Veterans’ Home facilities. ADVS may acquire property for and construct and operate veterans’ home facilities in Arizona (A.R.S. § 41-603).

State Veterans Homes are facilities that provide eligible veterans with nursing home, domiciliary or adult day care. These facilities are owned and operated by state governments.

2.   States that the appropriation made is intended to be Arizona’s share of the costs and is not subject to expenditure unless ADVS has irrevocable commitments from the US Government to fund at least 65% of the total costs. (Sec. 1)

3.   States that any amount of the appropriation that is unexpended and unencumbered on June 30, 2025 reverts to the GF. (Sec. 1)

4.   Exempts the appropriations from lapsing. (Sec. 1)
