SB 1179: CTEDs; fourth-year funding.

Overview

Allows a career technical education district (CTED) to include students who are in the 9th grade or in the school year immediately following graduation, who meet specified criteria, and students enrolled in internship courses in student count or average daily membership (ADM).

History

For the purposes of funding, a CTED may levy a maximum tax of five cents per $100 of secondary net assessed property valuation to generate a local contribution, with the remainder of formula monies coming in the form of basic state aid. Students in kindergarten programs or the 1st-9th grades who are enrolled in CTED courses may not be funded with monies provided by a CTED except that students in the 8th-9th grades may be funded with monies generated by the CTED's five-cent tax. A CTED's student count may not include:

1)   A student in a kindergarten program or the 1st-9th grades;

2)   A student who has graduated from high school or who received a general equivalency diploma;

3)   A student over 21; or

4)   A student enrolled in an internship course as part of a CTED (A.R.S. § 15-393).

The calculation of a CTED's average daily membership (ADM) differs as follows:

1)   A student who is enrolled at a school district or charter school and a CTED course or program on a satellite campus may generate up to 1.25 ADM;

2)   A student who is enrolled at a school district or charter school and a CTED course or program at a centralized campus may generate up to 1.75 ADM; and

3)   A student who is enrolled at a school district or charter school and a CTED course or program at a leased centralized campus may generate up to 1.75 ADM.

A school district or charter school and CTED must determine the apportionment of ADM for students. However, the apportioned amount may not exceed 1.0 ADM for either entity (A.R.S. § 15-393).

The Office of Economic Opportunity (OEO) serves as Arizona's workforce planning coordinator, collects and refines employment surveys, provides economic and demographic research and analyses, provides staffing and support to the Workforce Arizona Council and evaluates regulatory and taxation costs at the state and local level.

Provisions

ADM

1.   Allows a CTED, a school district that is part of a CTED or a charter school to include students who are in the 9th grade or in the school year immediately following graduation in the calculation of student count or ADM. (Sec. 1)

2.   Specifies that a student who is in the 9th grade or in the school year immediately following graduation and who is enrolled in a course that meets for at least 150 minutes per class period generates the following ADM:

a)   If enrolled at a centralized campus, 0.75; or

b)   If enrolled at a leased centralized campus, up to 0.75. (Sec. 1)

3.   Allows a CTED to include a student who is enrolled in an internship course as part of a CTED program in its student count. (Sec. 1)

4.   States that a student in an approved CTED centralized program or approved CTED leased campus centralized program may generate an ADM during any day of the week and at any time between July 1st and June 30th of each fiscal year. (Sec. 1)

Funding

5.   Allows funding for a student in the 9th grade only if the student reaches the 40th day of the 10th grade enrolled in an approved CTE program that is included on the In-Demand Regional Education List (List) for the student's region in the year they began the program. (Sec. 1)

6.   Allows funding for a student in the school year immediately following graduation only if the student is enrolled in an approved CTE program included on the List for the student's region in the year they began the program. (Sec. 1)

7.   States that a student in the year immediately following graduation who is enrolled in an approved CTE program that is included in the List for FYs 2022, 2023, 2024 and 2025 is eligible for funding. (Sec. 2)

8.   Restricts funding for the same student to not more than four years. (Sec. 1)

In-Demand Regional Education List

9.   Requires OEO, in collaboration with the Arizona Department of Education and by September 1st annually, to compile a List of the approved CTE programs that lead to a career path in high demand with median-to-high wages in that region. (Sec. 1)

10.  Directs OEO to include industry feedback as part of developing the List. (Sec. 1)

11.  Requires OEO to submit the List to the Arizona Career and Technical Education Quality Commission for review and approval. (Sec. 1)
