SB 1282: nursing care administrators; continuation

Overview
Continues the Arizona State Board of Examiners of Nursing Care Institution Administrators and Assisted Living Facility Managers (NCIA Board) for eight years.
History
The NCIA Board was established to oversee the licensing and regulation for the administrators and managers of nursing care institutions and assisted living facilities. The duties of the NCIA Board include: 1) establishing fees; 2) determining whether an applicant is qualified for licensure or certification; 3) investigating complaints; 4) applying appropriate disciplinary action; 5) adopting rules to regulate administrators and managers; 6) reporting to the chairperson of the Health and Human Services Committee in both the Senate and House of Representatives; and 7) approving and regulating assisted living facility manager and caregiver training programs (A.R.S. § 36-446.03).
Members of the NCIA Board are appointed by the Governor and include: 1) one licensed administrator; 2) one licensed manager; 3) one administrator of a nonprofit or faith-based skilled nursing facility; 4) one administrator of a proprietary skilled nursing facility; 5) two managers of an assisted living center; 6) one manager of an assisted living home; and 7) two public members who are not affiliated with a nursing care institution or an assisted living facility. (A.R.S § 36-446-02).
Currently, the NCIA Board is set to terminate on July 1, 2021 (A.R.S. § 41-3021.11). On December 17, 2020, the Senate Health and Human Services Committee of Reference (COR) conducted a public meeting to evaluate the NCIA Board's response to sunset factors and receive public testimony. The COR recommended that NCIA Board be continued for eight years until July 1, 2029 (Final COR Report).
