SB 1369: appropriations; coordinated hunger services

Overview
Appropriates $1,000,000 from the state General Fund (GF) in FYs 2022, 2023 and 2024 to the Arizona Department of Economic Security (DES) for coordinated hunger services.
History
DES is tasked with establishing a focal point for addressing the issue of hunger in Arizona and provide coordination and assistance to public and private nonprofit organizations that help hungry people and families. Such activities include: 1) collecting and disseminating information on the availability of surplus food for distribution to needy people and charity food bank organizations; 2) coordinating activities of federal, state, local and private nonprofit organizations providing food assistance to the hungry; 3) accepting and dispersing federal monies and legislative appropriated monies to private nonprofits supporting the collection, receipt, handling, storage and distribution of donated or surplus food items; and 4) developing a state plan on hunger that identifies the magnitude of the hunger problem in this state (A.R.S. § 41-1954).
The Baseline includes $1,754,600 for Coordinated Hunger Services programs. This amount consists of $1,254,600 from the state GF and $500,000 from a federal Temporary Assistance for Needy Families (TANF) block grant. The state and federal amounts are used to administer a United States Department of Agriculture (USDA) commodities food program to assist in statewide food distribution, provide information on where individuals and families can obtain food, and for food banks. In FY 2020, this funding assisted in the distribution of 190.1 million pounds of food (JLBC).
