SB 1498: board of supervisors; membership

Overview
Modifies the membership of the county board of supervisors based on county population.
History
In each county that has a population of 175,000 or more people, a board of supervisors must exist that consists of five members who are qualified electors of their supervisorial district and who are elected at a general election at which the president of the United States is elected. For each county that has a population of less than 175,000 people, a board of supervisors must consist of three members, except as provided in statute, and each must also be a qualified elector of their supervisorial district and elected at a general election at which the president of the United States is elected (A.R.S. § 11-211).
On or before December 1 following the release of the United States decennial census data, the board of supervisors must meet at the county seat and divide the county into three or five supervisorial districts. These districts are to be numbered according to the manner prescribed in statute and the board is required to define the boundaries and limits of each district (A.R.S. § 11-212).
Provisions
1. Requires a county board of supervisors to consist of a number of members based on the county population as follows:
a) For counties with a population of less than 175,000 people, three members, except as provided in statute;
b) For counties with a population of 175,000 through 1 million people, five members;
c) For counties with a population of 1 million through 3 million people, seven members; and
d) For counties with a population of 3 million or more people, nine members. (Sec. 1)
2. Stipulates that when the board of supervisors meets by December 1 following the release of the United States decennial census data, the county must be divided into three, five, seven or nine supervisorial districts as outlined in statute. (Sec. 2)
