Purpose
Requires a child welfare agency to obtain specified identification for a child who is adjudicated dependent and placed with an agency.
Background
Current statute allows the Arizona Department of Transportation (ADOT) to issue a nonoperating identification license on receipt of an application from a person who does not have a valid driver license or whose driving privilege is suspended. The nonoperating identification license contains an assigned number, the full legal name, the date of birth, the residence address and a brief description of the license. Nonoperating identification licenses are solely for the use and convenience of the applicant for identification purposes. Statute exempts certain applicants from being charged a fee by ADOT for a nonoperating identification license, including a person who is: 1) at least 65 years old; 2) a recipient of specified public benefits; 3) a veteran who does not have a residence address; or 4) a veteran whose residence address is a shelter that provides homelessness services (A.R.S. § 28-3165).
S.B. 1019 may have a negative fiscal impact to the Highway User Revenue Fund based on the amount of nonoperating identification licenses that are issued under the bill in which ADOT cannot charge a fee for issuance.
Provisions
1. Requires a child welfare agency, that receives for care and maintenance a child who has been adjudicated dependent, to obtain either of the following within 90 days of placement:
a) a nonoperating identification license for the child; or
b) a photograph of the child if the child does not qualify for a nonoperating identification license.
2. Exempts a child in the custody of the Department of Child Safety from being charged a fee for the issuance of a nonoperating identification license.
3. Becomes effective on the general effective date.
