ARIZONA STATE SENATE

enduring freedom memorial; appropriation
Purpose
Requires the Arizona Department of Administration (ADOA) to use monies in the State Monument and Memorial Repair Fund (Fund) to alter or modify the Enduring Freedom Memorial (Memorial) to add additional names and appropriates $21,422.91 from the Fund in FY 2022 to ADOA.
Background
After legislative authorization, concepts for monuments and memorials are submitted to ADOA. ADOA is required to approve the final design, dimensions, location, maintenance requirements and any statement, declaration, writing or inscription on the proposed monument or memorial (A.R.S. § 41-1363). For any existing monument or memorial, concepts of proposed alterations or modifications are submitted to ADOA and must be completed within two years of approval (A.R.S. § 41-1364).
The
Fund is administered by ADOA and consists of: 1) donations; 2) monies from
fund-raising activities; 3) monies that are collected by the proponents of a
monument or memorial; 4) grants received for monuments or memorials; and 5)
legislative appropriations. Monies from the Fund are used for the maintenance,
repair, reconditioning or relocation of monuments or memorials and for
supporting mechanical equipment in the governmental mall. All monies in the
Fund are subject to legislative appropriation (A.R.S.
§ 41-1365).
The Memorial is located in the Wesley Bolin Plaza and was approved by the Legislature in 2004 (Laws 2004, Ch. 206).
S.B. 1024 appropriates $21,422.91 from the Fund to ADOA in FY 2022 to add additional names to the Memorial.
Provisions
1. Requires ADOA to use monies in the Fund to alter or modify the Memorial to add additional names.
3. Makes technical and conforming changes.
4. Becomes effective on the general effective date.
