anti-rabies vaccination; rabies titer
Purpose
Allows a licensed veterinarian to administer a rabies antibody titer to determine whether to administer a rabies booster vaccine to a dog. Allows a rabies antibody titer that shows an adequate immune response to be accepted in lieu of a rabies booster vaccination for state licensing requirements.
Background
The State Veterinarian must designate the types of anti-rabies vaccines used for vaccination of animals, the period of time between vaccination and revaccination and the dosage and method of administration of the vaccine (A.R.S. § 11-1002).
The board of supervisors of each county may set a license fee that must be paid for each dog three months of age or older that is kept, harbored or maintained within the boundaries of this state for at least 30 consecutive days of each calendar year. The licensing period cannot exceed the period of time for revaccination as designated by the State Veterinarian. Any person who knowingly fails within 15 days after written notification from the county enforcement agent to obtain a required license for a dog is guilty of a class 2 misdemeanor (A.R.S. § 11-1008). Before a license is issued for any dog, the owner or a veterinarian must present a copy or telefacsimile of the vaccination certificate signed by a veterinarian stating the owner's name and address and the dog's description, date of vaccination, manufacturer and serial number of the vaccine and date revaccination is due. A dog cannot be licensed unless it is vaccinated in accordance with statutory requirements (A.R.S. § 11-1010).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows a licensed veterinarian to administer a rabies antibody titer to determine whether to administer a rabies booster vaccine to a dog.
2. Allows a rabies antibody titer that shows an adequate immune response to be accepted in lieu of a rabies rooster vaccination for all state requirements.
3. Makes technical changes.
4. Becomes effective on the general effective date.
