FACT SHEET FOR S.B. 1376

 

schools; curriculum; mental health

Purpose

            Includes mental health instruction in health education course of study and competency requirements adopted by the State Board of Education (SBE).

Background

            The SBE prescribes a minimum course of study and competency requirements for the promotion of pupils from the third grade and the eighth grade. The competency requirements must incorporate the academic standards in the areas of reading, writing, mathematics, science and social studies (A.R.S. §15-701).

            Additionally, the SBE prescribes a minimum course of study and competency requirements for high school graduation. The competency requirements must incorporate the academic standards in at least reading, writing, mathematics, science and social studies. The governing board of a school district can prescribe criteria for the graduation of pupils and additional course of study and competency requirements (A.R.S. § 15-701.01).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Requires the SBE, in adopting course of study and competency requirements, to require all health education instruction to include mental health instruction. 

2.   Allows mental health instruction to be included in a health or other existing course.

3.   Requires mental health instruction to incorporate the multiple dimensions of health, including the relationship between physical and mental health, to enhance student understanding, social and emotional learning and behaviors that promote health and well-being.

4.   Requires the SBE to consult with:

a)   mental health experts, including representatives from the Department of Health Services;

b)   mental health advocacy organizations based in Arizona; and

c)   the Arizona Department of Education.

5.   Becomes effective on the general effective date.
