speed limits; roadway turn off
Purpose
Requires specified human powered vehicles and devices to use designated road turnouts as outlined to allow for the normal movement of traffic.
Background
Statute prohibits a person from driving a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, with certain exceptions. If a person drives a vehicle at a speed less than the normal flow of traffic on a two-lane highway, and passing is unsafe and five or more vehicles are formed behind the vehicle, the person is required to turn the vehicle off the roadway at the nearest designated turnout or sufficiently safe area to allow the vehicles following to proceed (A.R.S. § 28-704).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires all of the following vehicles to turn off a roadway at the nearest designated turnout or sufficiently safe area on a two-lane highway if there are five or more other vehicles formed behind it:
a) electric bicycles, electric miniature scooters, electric standup scooters and devices moved by human power;
b) personal delivery devices; and
c) personal mobile cargo carrying devices.
2. Defines turnout as a widened place in the street for vehicles to pass each other or temporarily park and includes a right turn lane.
3. Defines vehicle for the purposes of this legislation.
4. Makes technical changes.
5. Becomes effective on the general effective date.
