schools; child care; reduced fees
Purpose
Allows public schools to reduce the fee employees pay for child care services if specified conditions are met.
Background
Statute allows a school district governing board (governing board) to employ and fix the salaries and benefits of employees necessary for the succeeding year at any time. Governing boards must comply with established contract and policy requirements in the provision of salaries and benefits (A.R.S. § 15-502).
The Arizona Constitution prohibits the state or any of its subdivisions from giving or loaning its credit in the aid of, or make any donation or grant, by subsidy or otherwise, to any individual, association or corporation (Ariz. Const. art. 9 § 7).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows a public school that provides or contracts for child care services to reduce the fee an employee pays for such services, if the cost paid by the school is not grossly disproportionate to the total consideration received from the employee.
2. Becomes effective on the general effective date.
