FACT SHEET FOR H.B. 2288

 

appropriation; military installation projects

Purpose

Appropriates $5,000,000 from the state General Fund (state GF) in FY 2022 to the Department of Emergency and Military Affairs (DEMA) to distribute to Yuma County for military installation preservation and enhancement projects.

Background

            DEMA consists of the Arizona National Guard, the Division of Emergency Management and the Division of Administrative Services. DEMA administers the Military Installation Fund (Fund) and is required to award 80 percent of the monies in the Fund for the: 1) acquisition of private property, real estate or related infrastructure, or removal of structures for the purpose of preserving, supporting or enhancing a military installation; and 2) acquisition of real estate or structural renovations that mitigate impacts in high noise or accident potential zones. The remaining 20 percent of the monies may be awarded to cities, towns and counties for further military installation preservation and mitigation of high noise or accident potential zones (A.R.S. § 26-262). A military installation is a military airport, ancillary military facility or any real property that services, supports or is used by the military (A.R.S. § 26-261).

            According to the Joint Legislative Budget Committee, the Fund had a balance of $2,268,300 in FY 2020. The Fund’s only source of revenue is the collection of interest from the balance of the Fund (JLBC FY 2022 Baseline).

            H.B. 2288 appropriates $5,000,000 from the state GF in FY 2022 to DEMA.

Provisions

1.   Appropriates $5,000,000 from the state GF in FY 2022 to DEMA to distribute to Yuma County for military installation preservation and enhancement projects.

2.   Exempts the appropriation from lapsing.

3.   Becomes effective on the general effective date.
