FACT SHEET FOR H.B. 2394

 

appropriation; north-south corridor study

Purpose

            Appropriates $4,000,000 from the state General Fund (state GF) in FY 2022 to the Arizona Department of Transportation (ADOT) for a tier 2 study related to the north-south corridor transportation project in Pinal County. Appropriates $750,000 from the state GF in FY 2022 to ADOT to distribute to Pinal County for road improvements in the area of State Route 87 and Hanna and Houser Roads.

Background

            ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law, including cooperation with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may also exchange federal monies with local governments in order to receive local monies and is allowed to include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S.§ 28-334).

            The north-south corridor study spans 55 miles between the U.S. 60 in Apache Junction and the Interstate 10 in Eloy. According to ADOT, the project will: 1) address the lack of capacity;
2) improve the efficiency of existing freeway and street networks; 3) improve access to future activity centers; 4) enhance transportation system linkages; and 5) create a more direct connection to the eastern portion of the Phoenix metropolitan area (ADOT).

            H.B. 2394 appropriates $5,919,400 from the state GF in FY 2022 to ADOT.

Provisions

1.   Appropriates $4,000,000 from the state GF in FY 2022 to ADOT for a tier 2 study related to the north-south corridor transportation project in Pinal County.

2.   Appropriates $750,000 from the state GF in FY 2022 to ADOT to distribute to Pinal County to supplement a local match to a federal build grant for intersection and road improvements in the area of State Route 87 and Hanna and Houser Roads.

3.   Appropriates $1,169,400 from the state GF in FY 2022 to ADOT to distribute to the City of Globe for improvements to complete the Hill Street corridor project.

4.   Becomes effective on the general effective date.
