FACT SHEET FOR H.B. 2485

(NOW: urban air mobility study committee)

Purpose

            Establishes the Urban Air Mobility Study Committee (Study Committee).

Background

            Current statute requires the Aeronautics Division to encourage and advance the safe and orderly development of aviation in Arizona. The Aeronautics Division is required to cooperate with all state, local and federal organizations. The Aeronautics Division is required to: 1) assemble and distribute information to the public relating to aviation, landing fields, navigational aids and other matters pertaining to aviation, among other requirements; 2) accept, in the name of Arizona, federal monies made available for the advancement of aviation; 3) represent Arizona on issues of routing structures and rate schedules concerning commercial airline traffic; and 4) facilitate the development of a regional airport and other outlined requirements (A.R.S. § 28-8242).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Requires the Study Committee do the following:

a)   review current laws in Arizona that could impact the urban air mobility industry and discuss necessary revisions;

b)   identify potential laws in Arizona that will create jurisdictional consistency for urban air mobility operations throughout Arizona;

c)   foster public acceptance and awareness by creating an outreach campaign to educate the general public and lawmakers about urban air mobility technology and its benefits;

d)   collaborate with local governments to identify the best ways to integrate urban air mobility into transportation plans; and

e)   submit a report, by July 1, 2022, regarding the Study Committee's activities and recommendations for administrative or legislative action to the Governor, the President of the Senate and the Speaker of the House of Representatives and provide a copy of this report to the Secretary of State.

2.   Establishes the Study Committee consisting of the following members:

a)   three members of the Senate who are appointed by the President of the Senate, not more than two of whom are members of the same political party and one who is designated as
Co-chairperson of the Study Committee;

b)   three members of the House of Representatives who are appointed by the Speaker of the House of Representatives, not more than two of whom are members of the same political party and one designated as Co-chairperson of the Study Committee;

c)   the Chief Executive Officer of the Arizona Commerce Authority or their designee;

d)   the Director of the Department of Public Safety or the Director's designee;

e)   the Director of ADOT or the Director's designee;

f) a member of the Arizona Technology Council who is appointed by the Governor;

g)   a representative from the League of Arizona Cities and Towns who is appointed by the Governor;

h)   two members from cities with populations of more than 250,000 persons, each from different cities and appointed by the Governor;

i) one member from a city with a population of fewer than 100,000 persons who is appointed by the Governor;

j) one representative from a university in Arizona who is appointed by the Governor;

k)   one representative from a community college in Arizona who is appointed by the Governor;

l) three members from the urban air mobility industry who are appointed by the Governor;

m) a member from an organization in Arizona that helps persons with disabilities who is appointed by the Governor;

n)   a member from an organization in Arizona that represents underserved transportation areas who is appointed by the Governor; and

o)   a representative of an airport located in a county with a population of more than 1,000,000 persons who is appointed by the Governor.

3.   States that appointed members serve at the pleasure of the person who made the appointment.

4.   Specifies that the Study Committee members are not eligible to receive compensation, but members appointed by the Governor are eligible for reimbursement of expenses.

5.   Repeals the Study Committee on October 1, 2023.

6.   Becomes effective on the general effective date.
