ARIZONA STATE SENATE

Fifty-Fifth Legislature, First Regular Session

FACT SHEET FOR H.B. 2588

driver licenses; foster youth

Purpose

Allows an eligible minor, who is in foster care in Arizona, to apply for an instructional permit, class G or M driver license, an endorsement to a class G or M driver license or nonoperating identification license without the signature of a parent, guardian, foster parent or employer of the child.

Background

Current statute allows the Arizona Department of Transportation (ADOT) to issue a nonoperating identification license on receipt of an application from a person who does not have a valid driver license or whose driving privilege is suspended. The nonoperating identification license contains an assigned number, the full legal name, the date of birth, the residence address and a brief description of the license. Nonoperating identification licenses are solely for the use and convenience of the applicant for identification purposes (A.R.S. § 28-3165).

Current statute also states that an application for an instruction permit, a class G or M driver license or an endorsement for such a license must be signed and verified by an applicable parent, guardian, foster parent or employer (A.R.S. § 28-3160).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Allows an eligible minor, who is in foster care in Arizona, to apply for an instructional permit, class G or M driver license, or nonoperating identification license without the signature of a parent, guardian, foster parent or employer of the foster child.
