ARIZONA STATE SENATE
Fifty-Fifth Legislature, First Regular Session
AMENDED
driver licenses; foster youth
Purpose
Allows
an eligible minor who is at least 16 years old and who does not have a
residence address or is in the custody of the Department of Child Safety (DCS)
to apply for a nonoperating identification license or a certified copy of the
minor's birth certificate without the signature of a parent, guardian, foster
parent or employer of the applicant.
Background
Current statute allows the Arizona Department of Transportation to issue a nonoperating identification license on receipt of an application from a person who does not have a valid driver license or whose driving privilege is suspended. The nonoperating identification license contains an assigned number, the full legal name, the date of birth, the residence address and a brief description of the license. Nonoperating identification licenses are solely for the use and convenience of the applicant for identification purposes (A.R.S. § 28-3165).
Current statute also states that an application for an instruction permit, a class G or M driver license or an endorsement for such a license must be signed and verified by an applicable parent, guardian, foster parent or employer (A.R.S. § 28-3160).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
