ARIZONA STATE SENATE
Fifty-Fifth Legislature, First Regular Session

Purpose
Subject to voter approval and applicable to terms of office beginning in 2033, increases the membership of the House of Representatives from 60 Members to 90 Members. Replaces the 30 legislative districts with 30 Senate districts, each consisting of 3 geographically separate House of Representatives districts
Background
The Arizona Senate it comprised of one member elected from each of the 30 legislative districts and the House of Representatives must be comprised of two members from each of the 30 legislative districts.
An Independent Redistricting Commission (IRC) must be established by February 28 of each year ending in a one to provide for the redistricting of congressional and state legislative districts. The IRC consists of five members, with no more than two from the same political party. The commencement of the mapping process begins with the creation of districts of equal population in a grid-like pattern, with adjustments made to accommodate specified constitutional goals. The IRC must advertise a draft map of congressional and legislative districts and allow for 30 days of public comment. After the completion of the public comment period, the IRC must establish final district boundaries and certify the creation of congressional and legislative districts with the Secretary of State (Ariz. Const. art. 4, pt. 2, § 1).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Increases, applicable to terms of office beginning in 2033, the membership of the House of Representatives from 60 Members to 90 Members.
2. Replaces the 30 legislative districts with 30 Senate districts, which are further divided into 3 geographically separate House of Representative districts.
3. Requires one member to be elected to the House of Representatives from each of the 90 House of Representatives districts.
4. Makes technical and conforming changes
5. Applies changes to legislative districts and members of the Legislature to legislative terms of office beginning in 2033.
6. Requires the Secretary of State to submit the proposition to the voters at the next general election.
7. Becomes effective if approved by the voters and on proclamation of the Governor.
