FLOOR AMENDMENT EXPLANATION
1. Directs a certificate holder to complete required hours in science of reading instruction within three years after certification in elementary or early childhood education.
2. Directs the State Board of Education (SBE), beginning August 1, 2025, to establish a literacy endorsement for all kindergarten through grade 5 teachers providing literacy instruction who must complete training and coursework as determined by the SBE and a literacy instruction assessment.
3. Specifies, beginning August 1, 2022, all approved educator preparation programs must require necessary courses to obtain a literacy endorsement.
4. Removes the required reading instruction examination for early childhood and elementary education certification.
5. Establishes retroactive dates for the dyslexia training and the dyslexia screening plan.
6. Makes technical and conforming changes.

"3. Beginning August 1, 2025, shall establish a literacy endorsement as a requirement for all certificated teachers who provide literacy instruction in kindergarten programs or in any of grades one through grade five as determined by the board. The literacy endorsement shall require the teacher to complete training or coursework as determined by the board and to pass a literacy instruction assessment to show that the teacher is capable of doing all of the following:
(a) Effectively teaching foundational reading skills, phonemic awareness, phonics, fluency, vocabulary and comprehension.
(b) Implementing reading instruction using high-quality instructional materials.
(c) Providing effective instruction and interventions for students with reading deficiencies, including students with characteristics of dyslexia.
4. Beginning August 1, 2022, shall require all approved educator preparation programs in elementary education and early childhood education to require the courses that are necessary to obtain a literacy endorsement."
