SENATE AMENDMENTS TO S.B. 1684

Strike everything after the enacting clause and insert:

"Section 1. Title 15, chapter 7, article 1, Arizona Revised Statutes, is amended by adding section 15-704.01, to read:

START_STATUTE15-704.01. Appropriations; department of education; dyslexia and literacy services; exemption

A. The sum of $1,000,000 is appropriated from the state general fund in fiscal year 2021-2022 and each fiscal year thereafter to the department of education to distribute to school districts and charter schools to provide student screening for indicators of dyslexia as prescribed in section 15-704. 

B. The sum of $280,000 is appropriated from the state general fund in fiscal year 2021-2022 and each fiscal year thereafter to the department of education for the following purposes:

1. Funding three full-time employee positions to implement the requirements of sections 15-211 and 15-704.

2. Providing early literacy professional development to teachers in this state.

3. Augmenting the reading programs and dyslexia screening established pursuant to sections 15-211 and 15-704.

4. Gathering, aggregating and analyzing statewide data related to early literacy and dyslexia.

5. Establishing a regional training model for teacher training and enhancing awareness of the indicators of dyslexia.

C. The appropriations made in this section are exempt from the provisions of section 35-190 relating to lapsing of appropriations. END_STATUTE

Sec. 2. Appropriation; department of education; literacy training grant program; grant requirements; exemption

A. The sum of $1,000,000 is appropriated from the state general fund in fiscal year 2021-2022 to the department of education for the purposes of the literacy training grant program established pursuant to this section. 

B. The department of education shall establish and administer the literacy training grant program for the purposes of distributing grants to certificated teachers to complete the language essentials for teachers of reading and spelling program or the department of education teaching reading effectively program, or their successor programs.

C. To receive a grant from the department of education under this section, a certificated teacher shall apply to the department in a form and manner prescribed by the department.

D. A certificated teacher who receives a grant under this section is required to successfully complete all the coursework and pass any exams associated with the language essentials for teachers of reading and spelling program or the teaching reading effectively program.  If a certificated teacher does not successfully complete all the coursework and pass the exams, the teacher shall reimburse the department of education for the total amount of grant monies that the certificated teacher received under this section in a manner prescribed by the department.  The department shall use any reimbursed monies under this subsection to provide grants under this section to other certificated teachers.

E. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.

Sec. 3. Retroactivity

This act applies retroactively to from and after June 30, 2021."
